Alaska Gov. Sean Parnell signed House Bill 24 into law on June 4, 2010. The bill, introduced by Rep. Anna Fairclough (R-Eagle River), offers qualified veteran-owned businesses a 5 percent procurement preference of up to $5000 when bidding on state contracts. Qualified veteran bidders under the new law must be a sole proprietorship owned by an Alaska veteran, or the majority partners of a company, LLC, or corporation are Alaska veterans. The preference may not exceed $5000 but can be cumulative to any other qualified preferences.


Bill HJR 16 establishes a three percent federal procurement goal for small businesses in the state that are owned and controlled by service-disabled veterans. The state also "has a compelling public interest in ensuring that the small businesses in the state that are owned and controlled by service-disabled veterans receive sole source and restricted competition contracts under 15 U.S.C. 657f (Veterans Benefits Act of 2003) for goods and services used by the federal government."


AS 36.30.321(f) "if the bidder or offeror is an Alaska bidder, a five percent preference shall be applied to the price in the bid or proposal."
