Iowa's Targeted Small Business (TSB) Program is designed to help women, individuals with minority status, service-disabled veterans, and individuals with disabilities overcome some of the hurdles to starting or growing a small business in Iowa. Created by the Iowa Targeted Small Business Procurement Act – Iowa Code Chapter 73, Subchapter III – the Iowa Economic Development Authority (IEDA) administers the TSB Program and certifies TSBs. The purpose of the Iowa targeted small business procurement program is to promote the growth, development, and diversification of Iowa businesses owned by minorities and women by encouraging each state department and agency, community college, area education agency, or school district to include targeted small businesses (TSBs) as contractors, vendors, and suppliers in their bid solicitations for the procurement of goods and services, including construction.
