The Small Business Procurement Initiativereserves certain procurements for competition among only self-certified small businesses. To be eligible: must be "a for-profit business in the United States which is independently owned, is not dominant in its field of operation, employs no more than 100 employees and earns less than $47 million in gross annual revenues." Governor Shapiro raised the revenue maximum in2023to account for inflation. This executive order enables them to participate in state contracting opportunities as prime contractors. All Commonwealth agencies under the Governor's jurisdiction are being directed to identify and target 15% of their total agency operational spend for SBR procurements.
